Your rights as a resident.

Where these rights come from

Florida law guarantees a baseline of rights to every resident of an Assisted Living Facility (ALF). These rights are established by Section 429.28, Florida Statutes ("Resident Bill of Rights"), and are not optional — they apply to every Vera-managed community and every other licensed ALF in the State of Florida.

This page reproduces those rights for residents and families. The statutory text controls; this page is provided for ease of access and transparency.

Your rights as a resident

Every resident of a Florida assisted living facility has the right to:

  1. Live in a safe and decent living environment, free from abuse, neglect, and exploitation.
  2. Be treated with consideration and respect, with recognition of personal dignity, individuality, and the need for privacy.
  3. Unrestricted private communication, including receiving and sending unopened correspondence, access to a telephone, and receiving visitors during reasonable hours.
  4. Freedom to participate in and benefit from community services and activities to enable a meaningful life.
  5. Manage your own financial affairs unless a court has determined you incapable of doing so.
  6. Share a room with your spouse, if both are residents of the facility.
  7. Reasonable opportunity for regular exercise and to be outdoors at regular and frequent intervals, except when contraindicated by a physician.
  8. Exercise civil and religious liberties, including the right to independent personal decisions.
  9. Voice grievances and recommend changes in policies and services to facility staff, government agencies, or other persons, free from restraint, interference, coercion, discrimination, or retaliation.
  10. Choose a personal physician or pharmacy, and to participate in your own care decisions, including the right to refuse treatment.
  11. Prompt notification of your next of kin, guardian, or designated representative in the case of significant change in your physical or mental health.
  12. Free access to your own funds and personal possessions, and to be free from chemical or physical restraints except as ordered by a physician.
  13. Be fully informed in writing, in advance, of the cost of services, items, and amenities, including any modifications.
  14. Confidentiality of your medical and personal records.
  15. Reasonable notice before a roommate change, or before any change in your room or residence within the facility.
  16. Be cared for in a manner that respects and promotes your quality of life.

This list summarizes statutory rights. Additional protections may apply under federal law, residency agreements, and the policies of the specific community. If anything on this page conflicts with the controlling statute, the statute prevails.

Raising a grievance

You and your family have the right to raise concerns at any time, without fear of retaliation. We encourage you to start with the people closest to the situation — the staff on duty, the administrator of the community, or our HQ team — and to escalate externally if you do not feel heard.

Step 1 · Talk to the community

Contact the administrator at the community where the issue arose (see "By community" below). We will document your concern and respond within a reasonable time.

Step 2 · Escalate to Vera HQ

If the community response does not resolve the concern, contact Vera HQ at hq@vera-alf.com or (352) 204-9226.

Step 3 · Contact external authorities

You are not required to use our internal grievance process before contacting state authorities. You may report a concern directly to the resources below at any time.

Florida law requires that residents and prospective residents receive a written copy of these rights before or at the time of admission. You may also request a written copy at any time from any community administrator or from Vera HQ. We will provide it at no charge.
